You hit the nail right on the coffin, this is exactly how rating agencies for stock markets make their money. They issue a "buy" rating and will then earn a fee from the company it issued the rating to. Thus making it a cycle.

That makes no sense! Every rating has to be comparable to ‘perfect’ so you absolutely need a maximum rating number. Like school grades. Otherwise it’s confusing and useless!
